To be honest for 100 dollars, No.

You are going to have to spend a little more, meaning a LOT more. I would say a minimum of 1000 max 1500 for handling what you want to do for 3D. In my opinion.

For 3DS Max, I would suggest minimum 8GB. And Baalnazzar is right you can never have too much really, but you really don't need to exceed 16GB.

Make sure you have a good video card, 1GB or more.

I would not suggest modeling hair. I would suggest using alphas and putting hair textures on faces though it depends on the character and what you are trying to achieve.
