You can actually decrease the polys and make it a low poly model then create a normal map which will allow the low poly model look like a high poly model and help cut down the rendering time.

As you learn, see what area you like the most such as modeling,animation,rigging,etc. Then just keep working on that area until you get really good. Some pointers on modeling, start with simple object ...

The hydrant is looking good so far. When you get to the texturing, you may want to do a normal map. It will make things look as though it is more detailed then what it really is.
