Wondering about cost/feasibility of 3D modeling from picture

Say I wanted to have an image within a picture modeled into 3D, so that later I can insert this model into a 3D environment or simply take a screenshot of it and compare it side by side with the original picture.

How much would such a job run? These images are extremely varied, and I suppose some of the tougher ones would look like the attached.

Is it "do-able"? I have a reasonable academic budget.

The image with the ninja lacks details everything is too dark so it's difficult to reproduce it will be based mostly on imagination and other references.

But anyway it's not cheap, if you need photographic quality and details the price will be > $1000 per model.
