Sparkles effects in a 3d scene

Hello. I'm wondering what software I would need in order to create sparkles to a 3d scene. I would need the sparkles to have somewhat accurate lighting / fall off effects with the 3d objects already in the scene.

I already have some Vue software, but it doesn't seem capable of adding sparkles.
