How do I cut through paralel edge loops ( edge rings ) so that I obtain an edge loop?

But it always gives me this floating panel with options
Can I somehow just get the cut without any panels.
It slows my modeling down

Well there is the split edge tool.
With it activated middle click on an edge and it will cut an edge loop
