Does Ohio State University or the University of Pennsylvania have a better reputation for animation in computer science now?

The University of Pennsylvania seems to have more professors that study topics in animation now, but Ohio State University seems to have had more of a historical influence in years gone by and has more professors in graphics in general now (many of them study applications of graphics to science).

I received an offer to do a masters at UPenn and an offer to do a PhD with tuition waived for a Graduate Teaching Assistantship at Ohio State.

I think that schools are irrelevant. Your hard work is what matters, there are self taught professionals that do their stuff better than most graduates. So choose what is closer to your home/cheaper and make sure you put everything you have in studies.
