The best software for texturing is the software you know how to use Smile

But seriously, what kind of texturing are you talking about? Be more specific please. For normal maps for example Mudbox or Zbrush is necessary. For preparing textures Photoshop or Gimp and so on.

What exactly do you want to texture?
