I have problem.. i connected my arms to a bone at the neck
But when i move the arms, the connector bone gets dislocated
Whats up with that?

I use lightwave and im sure rigging is different
Did you add a "stop" in the shoulder so it isn't affected by the neck
Dunno if that works the same in max tough

Did you create clavicles for arms?
And you would probably have to create another bone to which to link the clavicles something between the neck and chest bone..
