A kite shouldn't be too bad
clusters on a curve, a nurbs extrude along the curve, keep consctruction history on
hmmmmm for the kite itself....Id try cloth and pins to nurbs or poly cylinders for the structure

the kite can just have a little deformation on it
main concern is the string/attatched to it
and the little gay ribbons
