I've heard that Maya is the best when it comes to characters. Any other modeling, one would most likely want to choose 3Ds Max. I'm not sure what you meant when you posted this though...

3Ds Max has got to be the best one out there... it is very expensive if you don't torrent it though. So... I recommend Blender if you have no money, or Hexagon if you have some. Pretty much any progra ...

One could torrent an illegal copy of 3Ds Max 9 if they felt like breaking the law. I'm not saying it's good at all, but the software is, in my opinion, the best out there.
