The cost varies by movie and the costs of it consists of people who works for the film, your equipment to make the film perfect and mostly the time that consumes every film that you will make. It is better to make it in a long run of analyzing the film to make it perfect rather than make it in a short span of time. Always remember that quality 3d movie is the best over quantity of revisions.

Only time if creating a workgroup where to gather a team of interested people to work on a project when they have time. There are many people like this, but you must find them;) and to keep them in the game!

Or you can roll your own for the cost of a computer, editing and 3d software, and rent+food+bills*months you can allocate.
$1,000 for a low cost computer and cheap/free software.
$10,000 for a good computer and industry standard production software suite.
$100,000 for a small office, a couple workstations, and six months payroll for middle of the road effects artists
I could keep going but you get the point. Let's work backwards and you tell us how much you can spend and we'll take a guess at what you're likely to accomplish with that amount of money.

By yourself? Time. Lots of time. With a studio? people, time, and a fair amount of cash it really depends on how high of a quality you want in the end.
