How to do this...Guys, i need outline to create like this..?

Guys i have one idea,so i need your help, also reply what to do...?

but i am newbie i don't know about 3d modeling..

What i want to create...?

I created one video(normal video - NOT 3d) for my college(actually for my class, just added few videos and edit using power director software)

To make my videos dynamic or more attractive, i planned to add animated charater moving from left to right with a banner(that banner contain description of video playing now)


Note: just like lion animation apperaed in worldcup during sonymax TV...

Which software to learn for doing this....?
is it possible to create moving animation(not static image) using blender...
